Has anyone notice...?

That a lot of people outside the states can speak their language (Spanish, French, etc.) AND speak fluent English? (or not-so-fluent)
While most of the people from the states just speak English. (or Spanish, whatever) or fail miserably at it.
Does the state's school system suck so hard that we won't be able to learn another language.
Or are we just that lazy?

We are a bit lazy, but we're also just starting too late. In my opinion our kids should start learning a second language in elementary school. It's WAY easier to absorb then.
